  2. Work with rating agencies in getting a Credit rating of the Municipalities.

  3. External funds engagements.

  1. Develop the contractual framework.

  2. Develop executable service agreements along with measurable service levels.

  3. Fair and executable terms and conditions, yet ensuring performance and compliance.

 

Project governance, program governance, reporting

  1. Develop a governance framework for each project, their integration with each other and integration with the larger roadmap.

  2. Develop an integrated program management structure.

  3. Identify key stakeholders at various levels for each project and programs, and ensure their engagement and inputs.

  4. Develop report structure for each project, program and the roadmap. These reports to reflect the true status of progress.

  5. Report structure for reporting to the public and to the governing councils.
